Welcome to the HCSIS Provider Website

HCSIS Provider Access is an opportunity for individuals and organizations to use the Home and Community Services Information System (HCSIS) to sign up with the Offices of Developmental Programs (ODP), Social Programs (OSP), Child Development and Early Learning (OCDEL) and/or Mental Health and Substance Abuse Services (OMHSAS) in order to provide Home and Community-Based Services to individuals in Pennsylvania. This application is intended exclusively to record information about providers of services funded and/or licensed by the above offices. This online application captures basic demographic information, provider organizational information, and service/location data for services provided under ODP, OSP, OCDEL and OMHSAS. Only providers that have signed-up and recorded services in HCSIS will be eligible to provide and receive payment for these services. Providers may return at any time to update their information. Using the links below, providers can review service definition documentation and access job aids useful for updating and reviewing provider information in the Provider Access website and in HCSIS. These documents are in Adobe Portable Document Format (PDF) and requires the Adobe Acrobat Viewer to read.

OLTL Annual Review Instructions

The Office of Long-Term Living requires submission of an Annual Review service plan in HCSIS for all participants in the Attendant Care, ACT 150, COMMCARE, Independence and OBRA waivers prior to the start of the new fiscal year to ensure that all existing services and required units are authorized for the next year. Annual Reviews must be completed for all participants in the between April 1 and June 15. Service Coordinators should plan on submitting at least 10% of their Annual Review plans weekly in order to be completed by June 15.

The Office of Long-Term Living expects the Annual Review plans submitted to be the same as the current plan with existing services and supports simply transferred to the Annual Review plan. For access to this full communication please click here.

Potential Impacts to HCSIS Updates Done on the Morning of March 5th

On the morning of Wednesday, March 5th , from approximately 8:15 AM to 9:15 AM, an issue occurred across DPW systems resulting in some users' updates not being saved in HCSIS. Updates made before or after this time period worked as expected. We advise users who performed updates to records in HCSIS during this timeframe to confirm their transactions were saved as expected. In the instance that your update was not saved, please re-enter the information. If you have any questions concerning specific updates made during the impacted time period, please contact the HCSIS Help Desk for assistance.
